A phone held the wrong way records a sideways video, and the phone knows it — it writes a rotation flag into the file and its own player quietly obeys. Everything else does not. Upload that clip somewhere, drop it into an editor, or open it on a desktop, and it arrives on its side.
Turning it here writes the rotation into the picture rather than into a flag, so the file is the right way up for everything that opens it, including the software that ignored the flag in the first place. That is the difference between fixing the video and fixing the way one player displays it.
The turn is applied on top of whatever the file already carries, so a clip that was already flagged sideways ends up where the button says rather than ninety degrees past it. Drop several in and they all turn together, which is what a set of clips from the same badly-held phone needs.

Questions
Why does my video look fine on my phone but sideways everywhere else?
The phone wrote a rotation flag and its own player honours it. Plenty of other software does not. Rotating here puts the picture itself the right way up.
Does rotating re-encode the video?
Yes — the picture is being changed, so there is one encoding pass. It is the price of the file being right everywhere.
Can I rotate by an arbitrary angle?
No, only in quarter turns. Anything else would have to crop or pad the frame, which is a different job.
