Resolution is the setting that actually decides a video's size. Halving the width quarters the pixel count, and a 4K file dropped to 1080p is carrying a sixteenth of the picture data it started with — which is why this is the first thing to reach for when a file has to get smaller, ahead of any quality dial.
The presets are named after the heights people ask for, because nobody says "854 pixels wide". Only the longest side is set and the other follows the shape, so nothing is stretched and a vertical phone video stays vertical — a resizer that forces everything into a landscape box is the classic way to ruin a clip.
It never enlarges. Asking for 4K from a 720p recording gives you 720p rather than a soft, four-times-bigger file containing exactly the same detail, because the detail was never recorded and no amount of upscaling invents it.
