A phone films at a bitrate meant for editing, not for sending. A three-minute 4K clip is often several hundred megabytes, and almost none of that is doing anything for someone who will watch it on a phone screen in a chat window. Dropping it to 1080p at medium quality routinely takes ninety per cent off, and looks the same on any screen it is actually going to be watched on.
The two settings pull in different ways and it is worth knowing which to reach for. Resolution is the blunt one — halving the width quarters the number of pixels — and it is the right lever when the video is going somewhere small. Quality is the fine one, and it is the right lever when the resolution already matches the destination and the file is still too big.
The encoding runs on your own machine using the codecs the browser already ships, hardware-accelerated, so a long clip is a matter of minutes rather than a queue on somebody else's server. Nothing is uploaded, which for anything filmed in a house or an office is the difference between a tool you can use and one you cannot.

Questions
How much smaller will it get?
A 4K phone clip dropped to 1080p at medium quality usually loses about 90%. A file already at its destination resolution has less to give — maybe half.
Will it look worse?
On the screen it is going to be watched on, usually not. Compare the result in the page before you download it; the player is there for that.
How long does it take?
Roughly real time or faster on a modern machine, since the encoding is hardware-accelerated. A ten-minute clip is a few minutes.
Is my video uploaded?
No. It is decoded and re-encoded inside this tab with your browser's own codecs, which is also why it keeps working with the network off.
