Most documents need more than one fix: a page is upside down, two are blank, the appendix belongs at the front, and the whole thing should be numbered. Doing that as four separate uploads to four separate tools is how a document gets worse. Here every page is a thumbnail and every action — rotate, duplicate, delete, drag — is on the page itself.
The file is only written once, when you save, so the document is rebuilt a single time from the plan you can see. Drop several PDFs and they organize together as one.
Up to that point the grid is a plan rather than a file, which is why a mistake costs nothing: reset restores every page of every file you dropped in, and the originals on your disk are only ever read. Page numbering, if you want it, runs after everything else and follows the order you finished with.

Questions
Can I combine several files while organizing?
Yes. Every page of every file you drop in joins the same grid, and pages can be dragged freely between them.
Is anything uploaded?
No. The document is read, rearranged and written in the browser. That is also why it keeps working with the network off.
What happens to bookmarks and form fields?
Page content, annotations and links come across; the document outline is not rebuilt. A form-heavy PDF is better edited in a dedicated form tool.
