Nothing is gained in sound by doing this, and it is worth saying so first: a mono recording contains one channel of information, and a stereo copy contains the same channel twice. Anyone hoping for width or space from this page will not get it, and no tool can.
What it is genuinely for is software that refuses to proceed otherwise. Video editors that will not accept a mono track, hardware that expects two channels, upload forms that validate the channel count, and multi-track sessions where every file has to match.
The single channel is copied to both sides, so it sits in the centre of the stereo image exactly as it did before. The file roughly doubles in size, which is the cost of satisfying whatever is asking.

Questions
Does this add stereo width?
No. Both channels are identical, so it sounds exactly as it did. Real stereo has to be recorded or mixed that way.

Does the file get bigger?
Roughly double for uncompressed formats. Lossy encoders notice the channels are identical and grow much less.
