The blur slider runs from nothing to a heavy softening, and the preview updates as you drag. It applies to the whole image — useful for backgrounds, placeholder graphics and cover art, where a blurred photo behind text is the point.
It is not a redaction tool. Blurring a face or a document to hide it is unreliable, and a light blur can sometimes be undone; if something must not be readable, cover it with a solid shape instead.
The blur runs alongside the other adjustments, so a picture can be softened and darkened in one pass rather than two saves. Combined with a resize it is the usual recipe for a background image: small dimensions, heavy blur, low quality — a few kilobytes that still read as the original photograph.

Questions
Can I blur only part of the image?
No. The blur covers the whole picture. Blurring one region — a face, a licence plate — is a separate tool that is not built yet.
Is a blur enough to hide sensitive information?
No. Treat it as an effect, not as redaction. To remove something, crop it out or cover it with something solid.
Why does a big blur look banded?
The blur is applied at the output size, so blurring a small image heavily has few pixels to work with. Keep the image large or use a gentler radius.
